Allow Somalialnd to participate the peace conference as a representative of people of Somalailnd who believe they have elected constitutional institutions such as parliament, local government and central government of Somaliland.
The relationship is one of compromise and mutual forbearance in order to function as a body - a common characteristic of all popularly elected legislative institutions.
