But, to be effective, our efforts need to live throughout the Administration.

We think these efforts are not just worthy, but needed as well.

These efforts need not compete with the larger global order.

But it's clear that a greater effort needs to be mounted.

However, the basic effort needs to be made by the people themselves and their political leaders.

The effort needs to come from the two countries themselves, but they do need to be asked.

Clearly, new and significant efforts need to be made by Turkey in this area.

This is why I think that an effort needs to be made to build up trust.

But our efforts will need to go beyond one agency.

Some may simply not be worth the time and effort needed to save them.
