Gen. Charles E. Wilhelm, the former commander of the United States Southern Command, says the Bush administration must do better.

"Guantánamo had been a backwater location for many years," said Gen. James T. Hill, who oversees the base as commander of the United States Southern Command.

"We're tightening the noose," said General Franks, commander of the United States Central Command.

Together with Gen. Maxwell Thurman, the new commander of the United States Southern Command, he changed the plans to allow for a quicker operation.

"I am being just flooded with letters and messages," the former commander of the United States Strategic Command said here in his first interview since last month's speech.

Gen. Tommy R. Franks, commander of the United States Central Command, is visiting troops and meeting with other American officers and regional leaders.

General Thurman was named commander of the United States Southern Command, based at Quarry Heights, Panama, in September 1989.

He assumed his final position as commander of the United States European Command in September 1989.

"There is stunning potential here," Gen. David H. Petraeus, commander of the United States Central Command, said in an interview on Saturday.
