Now a black plaintiff is awaiting the decision of a Federal appeals court in his effort to do away with the current flag.

The Justice Department joined black plaintiffs in arguing that the elections should have been blocked.

The Court also today affirmed another aspect of the Georgia ruling, rejecting an appeal brought by the black plaintiffs.

Russell Kerr, who represented black, Hispanic and Arab plaintiffs, said four more people were expected to accept the settlements this week.

"After that decision, whenever a black plaintiff brought a lawsuit, he was bound to win," he said.

Some black plaintiffs said they were angry because Mr. Seay had not shown them the agreement before he signed it.

Ms. Provenz fought the lawsuit for five years, after settling a previous discrimination suit by the center and a black plaintiff.

Likewise the Department of Justice, which joined the black plaintiffs in their class-action suit against the state, has yet to analyze the decision.

City officials hailed the ruling, but an attorney for the black plaintiffs said he planned to ask the district judge to continue his control over the student placements.

Polls showed that 70 percent of college-educated Americans sided with Brown's black plaintiffs.
