"In the past we did not allow international conflicts to arise and we will not allow them now," he said.

He said a flexible attitude by bishops might risk misunderstandings but give-and-take had often allowed conflicts between bishops and theologians to be resolved.

But the message also said that the army of 250,000 "will under no circumstances allow armed inter-ethnic conflicts and civil war in Yugoslavia."

Their failures, the Regents said, included allowing excessive compensation for the university's president, Dr. Peter Diamandopoulos, and conflicts of interest involving two trustees who did business with the university.

But having the bankruptcy law changed to allow new conflicts of interest will not help these firms win back the investor trust they have lost.

"We must resist any temptation to become distracted or to allow internal strife and conflicts to supersede our larger mission," he said.

The group's petition to the Regents accused the trustees of wasting money on Dr. Diamandopoulos and of allowing conflicts of interest in which board members conducted business with the university.

The critics accuse the trustees of wasting money on his compensation, mismanaging the university and allowing conflicts of interest, with some trustees doing business with Adelphi.

Under the microwave system, the La Guardia traffic could use a shorter, more curved approach, allowing fewer conflicts with Westchester flights.

They say that the trustees pay Dr. Diamandopoulos too much, mismanage the university and allow conflicts of interest.
