Cuomo aides pointed out that some black officials - including the Rev. Jesse Jackson and Hazel Dukes, the head of the state's N.A.A.C.P. - did support the Governor's handling of the Brawley case.

This official, who did not attend the meeting but was briefed on it, said Judge Thomas met with Mr. Hooks, Mr. Gibson, Hazel Dukes, the organization's president, and two staff members.

Three former employees of the New York City Off-Track Betting Corporation filed discrimination lawsuits yesterday against the corporation's president, Hazel Dukes, who is also president of the local N.A.A.C.P. chapter.

But Hazel Dukes, president of the New York State Conference of N.A.A.C.P. Branches and head of the panel, said: "We're not saying throw that out.

A statement by Mr. Steffey's office yesterday said: "We have been informed that Hazel Dukes has resigned her position as trustee.

"It doesn't do anything to encourage participation by younger women," Hazel Dukes, an N.A.A.C.P. board member from New York, said of the organization's lack of female leaders.

This month, Hazel Dukes, New York State president of the N.A.A.C.P., said, "Why let foreigners or newcomers have these jobs while blacks, who have been here for hundreds of years, can't support themselves or their families?"

"He didn't think before he said it," observed Hazel Dukes, the president of the New York State chapter of the National Association for the Advancement of Colored People and a Dinkins supporter.

To the Editor: I am appalled at the unfair observations and factual inaccuracies in "Another Broadside from Hazel Dukes" (editorial, Dec. 29).

This means that under David Dinkins and Hazel Dukes it will have turned into a betting operation that has to be underwritten by the taxpayers.
