A survey conducted Sept. 13-18 by the Field Institute, a leading California pollster, found that voters' awareness of the single-payer initiative was growing - but so was opposition.

New Jersey with 16 votes, though considered to be "leaning Bush" by The Post, is also rated a tossup by the Field Institute.

Eighteen months later, that view had turned upside down, with just 20 percent of Californians describing the state as prospering, according to a survey last fall by the Field Institute.

The California Poll made public this week by the Field Institute of San Francisco found that only 36 percent of the state's voters had even heard of the comprehensive ballot measure.
